16 different state regulations

As a developer, the MPG is responsible for compliance with building regulations in its construction projects. Since building regulations are a matter for the federal states and the MPG operates a research facility in every federal state, it must therefore comply with 16 different state building regulations. An attempt is made to meet the respective requirements by means of overarching, common standards.

Economical construction for research

However, in order to make building cheaper again and to make innovations possible at all and to be able to maintain existing buildings economically, the legislature must initiate changes. For this purpose, accompanying regulatory measures are urgently needed. The current model building regulations and the state building regulations were developed based on new construction conditions and do not take into account the existing constraints of building in existing buildings.
Procedures for making changes to existing buildings are therefore often lengthy and costly. In most cases, deviations or additional preliminary construction inquiries are required in order to clarify whether, for example, an extension or change of use is possible overall. In addition, an amendment to the building regulations would have to provide for the following points:

  • Continuing to build on existing structures and circular construction must be made the standard and
  • Climate-neutral construction should be set as a minimum standard.

The Federal Ministry of Justice's initiative on building type E is a first step here. The building code, the building use regulations as well as technical standards and municipal statutes may need to be changed so that, for example, existing buildings can be maintained more easily and with fewer resources.
